Rights requests aren't handled on bugzilla. No one locally is able to add people to the import groups (unless it's a bureaucrat granting adminship), but a steward might be able to.

Note: There are bunch of admins who can import.

As per the discussion at meta,

the tewiki needs to be configured for import as below.

So you just need 'tewiki' => array( 'w', 'commons' ) in wgImportSources? Is the local community OK with this?

Yes, the poll has been done for importing from  English Wikipedia, as the images are used from Commons as part of Wikipedia, I am requesting import from both.

I don't understand. You don't need to import commons images onto tewiki. You can already access them there just as you can on enwiki.

This import is mostly meant for importing relevant Templates from English Wikipedia and Commons. As there will be local image content as well, my thought is to apply relevant templates from commons, without the need for tedious copy and paste of template pages. Hope this clarifies my request.
