Check for login on Special:CreateItem to avoid users entering new items and afterwards being informed they first have to login and having to reenter everything.

On wikidata.org, IP users (logged out) can create items.  We should check permissions though and if a user is blocked.

this is still open. we have to insert a check for sufficent user rights in Special:NewItem and Special:NewProperty BEFORE the form is shown.
