Do we need to add file format support for Android's strings.xml format to TranslateWiki, or do we want to build the .xml from another format like we do for the phonegap app's pure Android bits?

It's already supported, unless I've misunderstood your point.

Closing. It is localized now, but a few bugs on Translate need to be fixed.
