When using changePassword.php on an Username that contains the german "ß" it does not work. Furthermore it does not give an error message or the like. I tryed with --username=myußername and --username="myußername" I have not tested with other umlauts like ö,ä,ü.

It is the same vor ö,ä,ü .

Do you really run version 1.18.1? 
Any chance to upgrade to 1.18.3 at least, or better 1.19/1.20?

Sorry, no. Due to Bug [[35894]] I'm not able to go further than 1.18.1

I don't think anybody will investigate bug reports for old versions like 1.18.1. 
So we'd need help on bug 35894 instead (like mentioning exact Windows version, PHP version, and running basic tests as described there).

I tested again in 1.23 and there are no problems with this any more.
