In case this requires fixing in Monobook, please move to "MediaWiki > Interface".

Andre, I've moved the bug to interface. But fundraising is discussing methods of fixing this on our end as well. (IE: maybe just not show this type of banner to logged in users.)

Because we're not showing these banners to logged in users I'm going to close this as WONTFIX. We'll have to reopen this if we do start annoying logged in users.
