The sites table is a more general solution to what the interwiki table does. So, the updater should initialize the sites table from an existing interwiki table.

Yes. This is about maintenance/update.php

This should be easy to do. As long as the population script is a maintenance script that subclasses LoggedUpdateMaintenance, and then we'd just add it to DatabaseUpdater::$postDatabaseUpdateMaintenance.
