At some point, I think <https://meta.wikimedia.org/wiki/Interwiki_map> could be ported over to Wikidata (<https://www.wikidata.org/>), maybe?

I don't see why, unless for some mysterious reason dumpInterwiki.php becomes more efficient that way.
Meta is where the spam blacklist et al. live.

It was just a thought. Looking at the current interwiki map's implementation, it feels very hackish. Putting structured data into a place meant for structured data would be nice, I think. Though, yes, hosting it on a site other than Meta-Wiki is less than ideal.

You could also need to think of the rights needed to manage such a site configuration, which currently needs sysadmins (and for very good reasons).
