Consider the following scenario. Some user may move some page and then does some minor edits to the created redirect in order to disallow moving the page back without administrators.

We encountered such behavior in the Ukrainian Wikipedia. While I agree that this is rather an issue of users themselves, it would still great to allow moving back a page in such scenario.

One suggestion is to allow moving of page if the target page history is following:
1) the first and the last versions are redirects
2) all other versions are created by the same user who created the first version  or are redirects (this case will allow also a page move in case when bots made edits in order to fix double redirects)
