IE8 on left, IE9 after mouse over on right

Seen in IE9, not seen in IE8: 

Load a page with AFTv5 like http://en.wikipedia.beta.wmflabs.org/wiki/Aftpage

Note Yes/No buttons are in line with text "Did you find what you were looking for?"  

Without clicking, drag the mouse over the Yes/No buttons. 

In IE9, the Yes/No buttons jump down the page to below the text "Did you find what you were looking for?"

This can make it more difficult for users to click Yes or No.  Also, it seems to be causing automated browser tests to fail.
