The messages 'mwe-timedtext-language-subtitles-for-clip' and 'mwe-timedtext-language-no-subtitles-for-clip' (at least) have parameter $1 with the language name.

This language is in English always.

I think Language::fetchLanguageNames( $inLanguage ) is your friend to fetch the localized language names.

It uses the CLDR extension which is enabled on WMF.

Message 'timedmedia-subtitle-no-subtitles' could be benefit too.
