Arguably I'm not sure if this is a bug or not. The template preview feature doesn't follow redirects. I think it should as most uses will mean to view the target page. (OTOH people do use templates on redirect pages - But they're rendered in weird and different ways and don't really display the templates - only their metadata).
Unless we add a checkbox to control the behavior, I'd say "not a bug". It's certainly a legitimate use case to be testing whether that metadata is being calculated correctly. And if bug 14323 ever gets fixed, all the more reason.
Perhaps, but in that case it should render the redirect page the way MW does it (Its some sort of special case in the Article class if memory serves) instead of passing it to the parser which makes rather different output.
