memcached should be installed on the dev, test and jenkins platforms

We had memcached enabled on labs, and it seems like it caused the VM to run out of RAM. We should probably run memcached on its own VM. Maybe MySQL, too.

memcached is running on dev and test, but it sometimes leads to error messages:
a) LocalisationCache madness (maintenance/rebuildLocalisationCache.php helps here temporarily)
b) running out of memory, not yet clear why exactly.
Has now run without problems for a day. I put it to resolved fixed, but it's a thing we have to keep watching.
