JsonFFS appears to output file parts (translations/metadata) inconsistently as can be observed in https://github.com/wikimedia/jquery.uls/commit/2f0fa00cb4e5c8a6c4e6662e800742b21fe26e1a. Sometimes the metadata can be found above the translations, sometimes below. Whichever part comes first, I think things should be output consistently.
