Not sure if this is right component but this is an issue with the fundraising banners on wikipedia.org

Go to http://en.wikipedia.org/wiki/Census_in_Germany#Literature

The fundraising banner breaks the hash link and jumps you to the top of the page rather than the Literature section making the content difficult to share.

It would appear that the section hash is being executed as a "hover" of some sorts and the banner is thus deciding that it the cursor has been hovered over it and expanding.  It does not seem to happen on the old banners that required a click to expand.

What I see in chrome is that the page is successfully navigating to the section anchor, but then jumps back to the top of the page on banner expand. The offending jump is most likely caused by '$('div#{{{banner}}}-landing').slideDown(150);' but the wrapping function is 'onmouseover' for the banner divs.

This might actually be a bug in jQuery -- but... further investigation is required.

These banners have been killed with prejudice.  There were many other bugs as well.
