It's pretty common for video players to give you a small time bubble as you're mousing/dragging over the timeline to ease setting a new playhead position. Say you're trying to find position 3:23 on the video. Ideally you should just need to mouse over the timeline and it'd give you a little balloon indicator above the current mouse position that you can use to set the new playhead.
