The local community is conducting an outreach event at Goa on Dec 12th 2012.
This will include an intro Wikipedia, an editing workshop and hands-on basic
editing. 

We are expecting about 40 people to attend. One of the things we'd like to
do is encourage potential newbie participants to create their own usernames
during the session and learn editing by trying something similar there and
then.  

Could I please request you to remove the 7 username for 24hours on
English Wikipedia (en.wikipedia.org) for the following IP address: 
14.139.114.18 and 115.113.30.230.

(Workshop is for 3 hours but I'm not quite sure of the timings yet hence requesting releasing the rule for the entire day.)
