Make the parsoid setup slightly easier by falling back to the example/default config file when starting the server.

Files:
* js/api/localsettings.js.example (rename to localsettings.default.js)?
* js/api/localsettings.js 
   overrides the above if it exists or is a symlink pointing to an existing file.

Somewhere in https://gerrit.wikimedia.org/r/43972 is a change that will accomplish this, so we can close this once it's merged (in theory)
