On master, there is a COPYING file only in the js directory.  There is no LICENSE or COPYING file anywhere else.

If this license applies to the whole thing, please move it up and clarify that.

It might make sense to use LGPL instead of GPL for the C++ portion. Need to discuss this with all contributors.

Fixed in https://gerrit.wikimedia.org/r/#/c/41016/. GPL for JS (unchanged) and LGPL for C++.
