This happens when there are no students enrolled in the category. 100% of 0 is 0. Not strictly incorrect :)

Perhaps those columns simply should not be shown though.

This is a UI/UX issue. I'm not sure if the current approach is bad, and if it is, on what would be better. So not taking this bug.

Special:EducationProgram is disabled, and we don't plan to reenable it.
