In order to comply with the 2004 California Online Privacy Policy Protection
Act all of our apps have to include a privacy and terms of service link.
Currently the Wikipedia iOS app does not have this.

Let's put these in the article footer below 'Provided under ...'

Display would be as simple as "Terms of Service | Privacy Policy"

Done on master and merged into v3.3-iOS branch, ready for release.
