According to <https://test.wikipedia.org/wiki/Special:Version>, the VisualEditor extension is installed, but it doesn't seem to be enabled. I think VisualEditor should be enabled for all namespaces, all skins, all users, etc. on test.wikipedia.org.
Apparently there's interest in having VisualEditor enabled on test2.wikipedia.org as well (cf. <http://lists.wikimedia.org/pipermail/wikitech-l/2012-December/065034.html>).
I believe Roan will be doing this later today.

I fixed the namespace configuration last week, it's now the same on all wikis: VisualEditor is enabled in the main and user namespaces, as well as the VisualEditor namespace where it exists (testwiki and mediawikiwiki have this namespace for historical reasons).

Yeah; it would be helpful if gerrit changes which mentioned bugs were either always or never proxied by the bot to bugzilla, instead of the half-way house of being unknown. :-) Apologies, all! J.
