The README says, "Copy the test tour in the file /extensions/GuidedTour/modules/tours/test.js to a page in the MediaWiki namespace on your server named MediaWiki:GuidedTour/test.js".

This should be done automatically, since messages can populate the MediaWiki namespace.  This will also facilitate translation and upgrades (if not modified locally).

I meant "extensions can populate".

We have decided to use a different approach for built-in vs. on-wiki tours.  Unlike before, built-in tours will now work out of the box (no editing of MediaWiki namespace needed).

However, they do not appear in the MediaWiki namespace, since they are implemented as static ResourceLoader modules.

MediaWiki namespace tours are still supported.
