It would be great if we could move the notifications tab earlier on the Preferences navbar.

Ideally, it would appear before 'Recent changes' -- or at least before 'Search' or 'Misc.'

Unfortunately, this is currently impossible without moving Echo's prefs code into core, which I don't think we want to do yet. The preferences section array just displays the sections as they were loaded, and extension code is loaded after core code.
