This will probably be required to properly do i18n, but in the meantime it also blocks 43143, since built-in tours apparently serve nothing in the action=raw&ctype=text/javascript view.  This can also use a ResourceLoaderWikiModule subclass, at least for now.

However, it is not using WikiModule, but rather static modules per-tour.  We have decided to use different approaches for built-in vs. on-wiki tours.
