I went to https://en.wikipedia.org/wiki/Special:NewPagesFeed and clicked "Review" for a few items, and simply saw those pages (e.g., https://en.wikipedia.org/wiki/Wistron_NeWeb_Corporation ), devoid of the curation toolbar. Firefox 16.0.2, HTTPS Everywhere on.
Works for me with Firefox 17.0.1, HTTPS Everywhere disabled. Toolbar always shows up on the right. Any output spew in the Firefox error console (Ctrl+Shift+J)?
WFM Chrome 24.0.1290.1 dev HTTPS-Everywhere on.
Works for me with Firefox 16.0.2, without HTTPS Everywhere. Also note that when the curation toolbar is closed a link that says "Curate this article" appears in the toolbox.
I don't know what fixed it, but I now see the Curation Toolbar on a page when I click the "Review" button to access the page. Closing.
