South Azerbaijani (azb)'s fallback language is English but in some cases it changes to Persian. Look [http://incubator.wikimedia.org/w/index.php?title=Special:ListUsers&testwiki=Wp/azb] The (شما در حال مشاهدهٔ کاربرانی هستید که ترجیح ویکی آزمایشی خود به Wp/azb تنظیم کردهاند.) is persian not South Azerbaijani. If the fallback language is Persian it makes finding and translating that entry to South Azerbaijani difficult.

This is not site configuration; this would just need removing fallback = 'fa' from MessagesAzb.php.
Yes, as Robin says Persian is a fallback language so this is expected behaviour: there's no bug so this report can be considered invalid. I don't understand if you're asking to remove Persian from fallbacks, but if you want to do so this is not a valid reason: our aim is to provide users with the best available option for them to understand the interface; for translating you have to use the tools for translators. If there's a valid reason to remove Persian from fallbacks, please file another bug, with some explanation of the reason and if possible some consensus; if you have questions on how to translate things, you can ask me or anyone else at translatewiki.net. So the only solution is to translate the Persian(fa) sentences to South Azerbaijani(azb). TX.

Btw, Arjanizary, for your information, you can use uselang=qqx to find the message: For example on http://incubator.wikimedia.org/w/index.php?title=Special:ListUsers&testwiki=Wp/azb you can use http://incubator.wikimedia.org/w/index.php?title=Special:ListUsers&testwiki=Wp/azb&uselang=qxx (add &uselang=qqx to the URL), then you see "wminc-listusers-testwiki" on the place where you saw the Persian text. That means you can translate it at https://translatewiki.net/wiki/MediaWiki:Wminc-listusers-testwiki/azb
