The Firefox OS app currently doesn't work reliably offline.

Two main ways around this:

* add an AppCache manifest with all needed files

or

* switch from a hosted to a packaged app


AppCache manifest may be easier to add, but makes testing more complicated.

Added an AppCache manifest, it seems to work...

...however it's not detecting network failures when trying to load pages, and saved pages don't work (bug 43393).

Opening bug 44055 for the offline error detection issue.
