Make the scrollbar appear when you mouse over the flyout. 

We plan to keep the scrollbar for now, so you can see more notifications in the flyout. 

But only showing that scrollbar on hover reduces the visual clutter of seeing two scrollbars together.

We're currently using real scrollbars rather than Javascript scrollbars. Real scrollbars can't be turned on and off dynamically. Right now, MediaWiki doesn't have any support for Javascript scrollbars. I could look into adding this support, but it would involve some work, especially making sure it worked on touchscreen devices like iPhones and iPads. There's probably a jQuery plug-in out there we could use, but we'd need to evaluate them. I would suggest making this a low priority in the meantime.

I fixed it so that now it calculates the correct number of notifications to display in the flyout based on the height of the window. This should prevent the need for scrollbars in 99% of cases.
