We would like to move the notifications tab more to the left in user preferences, ideally before 'Recent changes' or at least before 'Search' or 'Misc.'

Once fully deployed, notifications are expected to be a prominent part of the user interface, and we would like users to be able to change their preferences easily.

It seems that core does the ordering, I don't think we can change it easily some sort new hook there first...
