Initially, I am planning to only support bundled tours.  However, I would like to revisit this once a suitable architecture is found for MediaWiki-defined ones.

We decided to keep supporting MediaWiki namespace (on-wiki) tours (in addition to the built-in tours):

However, there is currently no provision for i18n for on-wiki tours.

I don't think i18n is an issue for on-wiki tours as that is an issue for ResourceLoader2.
