keu 'notification-new-user-content' => 'Please remember to sign any comments on talk pages with 4 tildes (~~~~).'

Displays incorrect information if LQT is used. With this extension, the four tildes are no longer needed in talk (yay!), but users are still being reminded to use them. That's contradictory.

The message 'notification-new-user-content' no longer exists, and I'm not sure when it was removed.

Current welcome message:
	'notification-new-user' => "Welcome to {{SITENAME}}, $1! We're glad you're here.",

That was added in https://gerrit.wikimedia.org/r/#/c/22281/
