While accessing directories such as http://dumps.wikimedia.org/other/pagecounts-raw/2013/2013-01/ and others in the directory hierarchy, I am getting HTTP 403 errors.

Reloading the page usually helps.

If you have more than two connections going at once from the same IP you will get denied; this is by configuration, because we have had issues with bandwidth hoggers in the past.  Might this be the situation?

I was using the Google Chrome browser and was accessing one page at a time. I can rule out other connections from the same IP adress. I cannot rule out my browser trying to pre-fetch pages that might result in more than one concurrenct connection.

If you see this again please try using wget and/or curl with one request at a time and report if you still see 403 errors. Closing for now.
