E3 needs the ability to customize http://piramido.wmflabs.org/ to be more like typical Wikipedias.

This includes:

1. Fancy captchas.
2. Anonymous edits

The simplest way to do this is if we can include LocalSettings after puppet's main batch.

FancyCaptcha is the captcha type used by various big Wikipedias (maybe all, not sure)
