'cause 1.19 is LTS and supporting it would be nice for Mediawiki Language Extension Bundle

What's broken about it?

When did 1.19 become LTS? :/ Seems I missed that... https://www.mediawiki.org/wiki/Version_lifecycle

(For those tuning in now: «does not work for versions below 1.20 of MediaWiki, because it uses the "fetchLanguageName" function».)

Someone decided to drop support for 1.19 from MLEB. No point fixing this bug anymore.
