Our India partner needs to have the Non-IP warning banner disabled (in India). The issue is that some of their IP ranges are from Blackberry, which uses proxies that are not identifiable by us as valid traffic from this partner. This causes a lot of support calls for this carrier for a valid zero rating situation.
Not sure I understand what this does or where/how it might be implemented. Is this the thing we said we didn't want to do because it was too expensive to do the lookups? Or something else entirely?
I'm not sure how this would be expensive overall since it's rarely needed. In order to even want to get the country information, we have to meet these 2 conditions: 1. The user is on a zero.wikipedia.org URL. 2. The user is not in one of the known partner IP ranges. Essentially this is to decide whether to suppress a rarely/never encountered error message for Wikipedia Zero users.
