wikimedia-task-appserver is going to need updating

I noticed on tin there is both /usr/bin/mwversionsinuse and /usr/local/bin/mwversionsinuse. The latter comes from puppet.

I guess mwversionsinuse should be dropped from the deb, same with some of the other scripts. And/or paths updated as necessary

scap-2 is also missing in puppet :-/ bug 38438

I'd suspect we don't need to bring scap-2 forward to git deploy.. Maybe?
