when admins delete an image after some days users can re-upload that page in the same name or other name.
is it possible to use image's hash for stopping upload or To have list of images that are re-uploaded in recent time

this possibility is very useful and stops trolls for uploading spam and no-free images!

I wouldn't stop it completely, but a list of images that are re-uploaded would be useful. Almost always deletions are for copyright issues, which can be solved then the image re-uploaded.
