There is a global issue with puppet where something what is being used by update-motd is broken so that it's impossible to recreate motd - as a result all instances have no motd

known issue in RT:

RT-2895 	puppet mechanism updating motd is broken
RT-4054 	fix "packages can be updated"-message in motd

Both RT #2895 and RT #4054 are still open. :-/
