Folks can't edit when viewing source. An editing toolbar on the source is confusing and needless.

It shouldn't load on such pages.

I can't reproduce this: No toolbar is shown on http://de.wikipedia.org/w/index.php?title=Wikipedia:Hauptseite&action=edit

Seems to be en.wp only according to bug 39577.
