Wikibase\DiffView is currently rather rudimentary, lacking l10n and nice display of values.

Not completely. This one is more general. Bug 41619 is a subset of this one.

Diffs are now using ValueFormatters, which support localization. Localizing formatters have been implemented for some data types.

Closign this, sicne the remaining issues are not specific to diff views.
