mediawiki/core has wmf branches which include submodules. The phpcs job running uses a macro which fetch all submodules, need to be replaced by git-mwcore-nosubmodule

Solved by creating a new JJB macro which let us specify whether we want or do not want submodules https://gerrit.wikimedia.org/r/#/c/45556/

I have then changed the phpcs job templates to use the new macro: https://gerrit.wikimedia.org/r/#/c/45557/
