After a major message key name change and the move of some messages from repo to client yesterday ( I5a013f5a2e6e11291428503bdc12dac07b9bd510 ) the L10n-bot didn't synch over the translations from translatewiki.net. Due to that the messages in both client and lib are only available in English now as we relied on the L10n-bot to change the messages keys in other languages (the associated pages on TWN were moved).
Raymond is working on this.
If the code was deployed, it was probably not that great of an idea to make and merge that change, and deploy it before the L10n could be updated (read: waiting for some 48 hours for things to settle down). Raymond processes MediaWiki core and extension changes for hundreds of repositories every day, 7 days a week, even when he's on vacation. It's to be expected that things are back in order by this evening 23:00 UTC.

Luckily the code isn't deployed in that broken state only the current master has those problems. That's not a particular good state for the master to be in but we have enough time till the next freeze for deployment to get things sorted.
https://gerrit.wikimedia.org/r/#/c/45887/ committed during the daily export. I have no clue why it was skipped yesterday night.
Reopened: Still most of the non en messages have the old message keys rather than the new ones. Which basically means that lib and client are only available in en atm.
Seems fine now
