I think I already flagged this as abuse, but [[Special:ArticleFeedbackv5Watchlist]] still offers me "Flag as abuse".
Due to bug 44371 I don't know if that's where I'm supposed to check, but I'm not able to see my flagging action anywhere so I can't even know.

It is not possible to reliably check if an anonymous user has not already flagged something as abuse, and editors now no longer have access to this tool.
I've fixed the javascript for this though. There were issues with it that would result in "flag as abuse" still being displayed even though one had already flagged it. This is no longer the case.
