I've no idea what it means.
Perhaps consequence of bug 44372, as the previous flag was probably mine.

After having flagged yourself, clicking it again will indeed undo your previous flag (it acts as toggle), so the behavior you described seems correct.

However, these changed since the report should help avoid the confusion:
- the number of flags is no longer shown to users who can flag (only to editors, who can not flag as abusive)
- Bug 37596 suggested to add a title attribute describing that clicking it again will remove your flag.
