Splitting off from bug 44020, now that bureaucrats on the English Wikivoyage have the "usermerge" user right (cf. <https://en.wikivoyage.org/wiki/Special:ListGroupRights>), I'm still getting an odd error message at <https://en.wikivoyage.org/wiki/Special:UserMerge>:

You do not have permission to <action-usermerge>, for the following reason:
The action you have requested is limited to users in the group: Bureaucrats.
---

I don't believe "<action-usermerge>" should be exposed in this way. Something seems awry.

I added this message in Gerrit change #44263, but it's probably not been deployed to Wikimedia wikis yet.
