If the memcached crashes (aka it is intentionally stopped) then there is an error report claiming the cookies are disabled in the browser

  Login error
  REPO uses cookies to log in users. You have
  cookies disabled. Please enable them and try again.

This error should not happen, the database should be accessed directly as if memcached didn't supply the value.

If memcached crashes it should trigger a warning to the sysadmins as the process load will increase dramatically.

In this case I would definitely say "the cookie is a lie"!

To reproduce: Start a local instance of mediawiki that uses memcached, log in as usual, stop memcached, log out and then back in. The log in page should now provide the previously given error message.
