The Mediawiki message "MediaWiki:Pagetitle-view-mainpage" does not appear to be localizable. 

Example: On https://www.wikidata.org/wiki/Wikidata:עמוד_ראשי?uselang=he , the title tag has the text "Wikidata", even though [[d:MediaWiki:Pagetitle-view-mainpage/he]] is set to something different.

It's a content message. Only varies by content language, not user language.

(It can be overriden to be a user-language varrying message on a per wiki basis ([[mw:manual:$wgForceUIMsgAsContentMsg]]), but probably the message should be changed in general)

It would appear that the plain pagetitle message is a user language message.

Indeed, changing title tag on a single wiki depending on the interface language seems semantically incorrect and just too confusing.
