The content of the main namespace of Wikidata is unber CCO but in the header of pages there is:
<link rel="copyright" href="//creativecommons.org/licenses/by-sa/3.0/" />
and not
<link rel="copyright" href="//creativecommons.org/publicdomain/zero/1.0/" />

$wgRightsUrl and $wgRightsText in CommonSettings.php should be updated, but only for main namespace pages. I don't know if it's possible currently without an hook.

In any case, it's better to make it correct on 10M entries and then think of how to fix the hundreds non-ns0 pages: adding shell.
