There should be predefined links on Special:EntitiesWithoutLabel that goes to Special:SetLabel and embeds the correct arguments to set the actual labels. An alternate solution would be to add the edit functionality on the special page itself.

How do you know what the linked to ID is about, though? I mean, how can you give it a label when you do not go to the page?

The set of pages without a label in a specific language is larger than the set of pages with a label in some language. It is also larger than the set of pages with a sitelink to a project in the specific language.

Still note that for now only the title object is available as part of the processing of rows from the result set, and that the entities in the result are ids.
