Currently the GlobalBlocking extension creates two new userrights, "globalblock" and "globalunblock", both assigned to stewards by default.

It should be merged into one userright, "globalblock", which would be similar to how core just has the "block" right, and because there is no reason why a user would be given one right and not the other.

I agree, I can't imagine a case where the split userrights would be useful.
